Once you fail a Chuunin Exam you are granted five more Jutsu Slots but you must learn the Jutsu.
1 Slot for a B-Ranked Jutsu
4 Slots for C and Below Ranked Jutsu

When using the B-Rank Jutsu since you shall still be Genin it will take up half of your chakra. So use it and choose the Jutsu wisely. ^_^
